Designating the "Anthony Reznik Act"; revising the definition of the term "aggressive careless driving"; providing a civil penalty for aggressive careless driving and aggressive careless driving resulting in damage to the property or person of another or serious bodily injury to another person; requiring persons convicted of such offense to attend a specified driver improvement course to maintain their driver license; authorizing a court to order such persons to pay restitution, etc.

Repealing provisions relating to the limitation of size of individual wine containers, etc.

Providing that the prevailing party in a challenge to a plan or plan amendment is entitled to recover attorney fees and costs; providing that the prevailing party in a challenge to the compliance of a small scale development order is entitled to recover attorney fees and costs, etc.

Authorizing a joint venture partner of specified applicants to be licensed as a medical marijuana treatment center and receive maximum consideration for its diversity plan under certain circumstances; requiring the Department of Health to license certain applicants that are recognized class members of specified class actions; authorizing an applicant for licensure as a medical marijuana treatment center to demonstrate that such applicant has maintained a bona fide business in the agriculture industry in the state for a specified time period to satisfy certain application criteria, etc.

Requiring the Department of Environmental Protection to submit a status report on the Osborne Reef cleanup and tire removal project to the Legislature by a specified date; requiring the department to develop a restoration plan for the reef by a specified date; providing requirements for the restoration plan; requiring the department to submit a report to the Legislature upon completion of the plan; providing requirements for the report, etc.

Requires person seeking certification as victim of Florida reform school abuse to apply to DOS by specified date; authorizes specified persons to apply on behalf of decedent; requires DOS to review & process completed application within certain timeframe; prohibits DOS from denying an application for specified reasons; requires DOS to submit list of certified victims to Legislature; provides exceptions from specified requirements for crime victim compensation eligibility for victims.

Revises provisions relating to rule development, notices, public workshops, publication, timeframes, statements of estimated regulatory costs, public hearings, lower cost regulatory alternatives, incorporation by reference, emergency rules, Florida Administrative Code, Florida Administrative Register, & annual regulatory plans; requires agency review of rules & repromulgation of rules that do not require substantive changes; requires DEP & WMDs to conduct review of permitting processes & permit programs.

Revises address that certain candidates must provide on form of candidate oath; revises address that judicial candidates must provide on form of candidate oath.

Authorizes life insurers to transact paid family leave insurance; provides circumstances under which paid family leave insurance may be issued & purchased under paid family leave insurance policy; provides circumstances under which family leave insurance benefits may be provided; requires that paid family leave insurance policies specify details & requirements relating to covered circumstances; specifies requirements for policies relating to benefit periods, waiting periods, benefit amounts, certain offsets, & payment of benefits; provides that eligibility for family leave insurance benefits may be limited, excluded, or reduced, but any such limitation, exclusion, or reduction must be specified in policy; provides circumstances under which limitations, exclusions, & reductions are permissible; provides applicable provisions for calculating rates; provides that paid family leave insurance forms & riders are subject to review by OIR; specifies means by which policy must offer family leave insurance benefits.

Exempting charges for investigation and personal background check services, security guards and patrol services, and armored car services from the sales and use tax; defining the term "NAICS", etc.

Acknowledging the injustices perpetrated against the targets of the Florida Legislative Investigation Committee between 1956 and 1965 and offering a formal and heartfelt apology to those whose lives, well-being, and livelihoods were damaged or destroyed by the activities and public pronouncements of those who served on the committee, etc.

Removes authorization for motorcycle safety education fee proceeds to fund general operations of DHSMV; requires annual report to Legislature.

Creating the task force adjunct to the Department of Agriculture and Consumer Services for a specified purpose; providing for the membership and duties of the task force; requiring the department to provide staffing and administrative support to the task force; requiring the task force to submit a report to certain officials by a specified date; providing for expiration of the task force, etc.

Establishes Florida National Guard Joint Enlistment Enhancement Program within DMA; provides purpose; provides eligibility requirements; requires Adjutant General to provide compensation to recruiting assistants; requires DMA & Florida National Guard to adopt rules.
