This Act creates a new license category of speech/language pathology assistant that is licensed and regulated by the Board of Speech/Language Pathologists, Audiologists, and Hearing Aid Dispensers. This addition is needed to address the shortage of speech/language pathology services in the State, particularly in public schools. The speech/language pathology assistant must practice under the supervision of a licensed speech/language pathologist. The parameters of that supervision will be specified in rules and regulations. A speech/language pathology assistant will be able to support and supplement the services provided by the supervising speech/language pathologist subject to the limits of the permissible scope of practice. This Act specifies that to qualify for licensure, the speech/language pathology assistant must hold certification issued by the American Speech-Language-Hearing Association (ASHA). The requirements for that certification include education, clinical experience, and successful completion of an examination. The applicant must also meet this States requirements as set forth in this Act.

This Act requires the Department of Services for Children, Youth, and Their Families (DSCYF) to provide new luggage to children in foster care to use for the transportation of their personal belongings when entering custody, moving from one placement to another, or exiting custody, and makes clear that disposable bags and trash bags may not be used for these purposes. It requires the Department to establish and maintain an inventory of new luggage for this purpose. The Department must annually provide a report containing a current accounting of supply inventory and inventory management procedures.

This Bill amends the Charter of the Town of Frankford. In Section 15 of the Charter, it allows the town of Frankford to levy a Real Estate Transfer Tax up to one and a half percent of the sale price, as opposed to the current provision, which allows for one percent of the sale price.

This Act changes the requirements for continuing education for doctors related to Alzheimers disease or other dementias to require that doctors must only complete 2 hours of this continuing education once. Doctors who do not have direct patient interactions with adult populations over the age of 25 or do not currently practice within the State of Delaware are exempt from this requirement.

This Act requires a health-care practitioner to offer a patient ultrasound imaging and auscultation of fetal heart tone services before terminating a pregnancy. The patient is free to choose not to view the ultrasound or listen to the auscultation of fetal heart tone.

This bill creates a new chapter in Title 30 and establishes the STEM Talent Advancement and Retention Program (STAR Program) and the STEM Talent Advancement and Retention Fund (STAR Fund). This bill modifies the Delaware Commission of Veterans Affairs employee requirements to make the Executive Director an exempt position, and to allow the hiring of non-veteran employees when needed. This will positively impact veteran families by reducing the wait for interment in state veterans cemeteries. These changes also make technical corrections and clarify the commissions authority to accredit claims representatives to support veterans in accessing their earned benefits.
