It addresses when suspensions may be stayed. It updates the penalty for failure to timely have a motor vehicle pass inspection. Among other things, it clarifies liability for a parking violation, simplifies and updates eligibility for membership on the Traffic Adjudication Appeals Board, and adds several motor vehicles to the list of vehicles which require a registration fee by the vehicle owner.
