To: (1) Authorize the Secretary of the Office of Policy and Management to make certain recommendations concerning assessor, tax collector and municipal finance officer training; and (2) require the committee for training, examination and certification of assessment personnel to adopt regulations to ensure that assessment personnel examination and training is readily available online or at various locations throughout this state.

To prohibit involuntary discharges from nursing homes or residential care homes, except in emergency situations, to shelters for the homeless and certain other housing.

To: (1) Shorten from twenty days prior to commencement of a solicitation campaign to one business day prior to commencement of the campaign the deadline by which a paid solicitor must file with the Department of Consumer Protection the contract between such solicitor and the charitable organization; (2) eliminate provisions requiring (A) that copies of campaign solicitation literature be submitted to the department, (B) the Commissioner of Consumer Protection to publicize charitable solicitation campaigns, and (C) the paid solicitor to disclose, at the point of solicitation, the percentage of gross revenue that the charitable organization will receive as a result of the solicitation campaign; (3) provide that a paid solicitor shall maintain, for each solicitation campaign, records containing the name and address of each contributor, if known to the solicitor, and make records containing the date and amount of each contribution, name and residence of each employee, agent or other person involved in such campaign and all income received, and expenses incurred, in the course of such campaign available to the Department of Consumer Protection for inspection upon request; and (4) require a charitable organization to (A) disclose its registration number and certain financial information when soliciting funds, and (B) display its registration number on any printed advertisement.

To require the Department of Public Health to administer the Connecticut School Health Survey to students in high schools; to require school personnel to complete training when a student in the school has been the victim of abuse by an adult; to require the Department of Children and Families to develop or adopt bystander training, appropriate interaction with children training, investigative training and victim sensitivity training programs; to extend the statute of limitations for failure to report as a mandated reporter from one year to three years; to authorize the Department of Education to suspend an educator's teaching license if an allegation of abuse or neglect has been substantiated; to require school districts and child care providers to conduct investigations of allegations of abuse or neglect in accordance with a checklist developed by the Department of Children and Families; to require the Department of Education and the Office of Early Childhood to develop a screening checklist for the hiring of prospective employees; and to make such training programs available to youth-serving and religious organizations.

To revise certain absentee voting eligibility statutes to more closely align the language thereof with that of the related state constitutional provision.

To permit electric vehicle manufacturers to sell electric vehicles directly to the consumer.

To require banking institutions to make available low-cost bank accounts.

To establish a first-time homebuyer savings account and tax deduction.

To require the Commissioners of Administrative Services and Transportation to develop a transportation engineering recruitment program.

To limit recovery of public assistance payments by the state except as required under federal law or a court-ordered support payment.

To increase to fifty thousand dollars the minimum amount of assets that may be retained by the spouse of an institutionalized Medicaid beneficiary.

To permit a pilot licensed in this state to qualify for an extension of route by using experience gained as a pilot of record aboard American vessels under enrollment.

To require the removal of Internet records or identifying information concerning summary process actions after the disposition of such actions.

To (1) provide temporary HUSKY services to minor victims of sexual assault and child abuse or neglect, pending a determination of eligibility, and (2) establish a fund to provide grants for medical costs incurred by minor victims of sexual assault and child abuse or neglect.

To (1) create a Hate Crimes Investigative Unit within the State Police and establish its duties; (2) require development of a reporting system, best practices and a model investigation policy for law enforcement units regarding hate crimes; (3) establish time requirements for law enforcement units to report hate crimes to the Hate Crimes Investigative Unit; and (4) designate the head of the unit as a member of the State-Wide Hate Crimes Advisory Council.
