This act: (1) authorizes two or more contiguous city boards of education to consolidate the administration of their city school systems under one multi-city board of education; (2) provides that if 25 percent of the qualified electors of a school system submit written objection within 30 days after the decision to consolidate, a consolidation only becomes operative after approval at a referendum for the total affected area; and (3) requires the state board to adopt rules to implement this act.

This act amends Sections 40-23-35 and 40-23-85, Code of Alabama 1975, to: (1) increase the amount of funds that the Department of Human Resources receives quarterly for the administration of the food stamp program from 5 percent to an amount equal to 7.5 percent of the value of the food stamp benefits issued statewide in excess of the amount paid by recipients during the prior quarter; and (2) remove the annual requirement that an amount sufficient to fund the Children’s Health Insurance Program must be the first charge against funds collected pursuant to the state use taxes to permit other sources of revenue to fund the program.

This act amends Section 16-22-15, Code of Alabama 1975, to reduce the minimum time for posting notice for supervisory, managerial, or newly created position personnel vacancies of boards of education when school is in session from 14 to 7 calendar days before the vacancy is filled.

This act amends Section 13A-5-9, Code of Alabama 1975, for purposes of the habitual offender law, to: (1) provide "convicted" includes a conviction from this state or out of this state; and (2) require treating a plea of nolo contendere, plea of no contest, a best interests plea, or an Alford plea in the same manner as a conviction based on a plea of guilty unless any of these pleas have been expunged.

This act amends Section 12-5-11, Code of Alabama 1975, to: (1) authorize the Administrative Office of Courts to create a nonprofit entity to administer and fund judicial education; and (2) authorize such an entity to maintain accounts holding nonpublic funds outside of the State Treasury, subject to certain conditions. This act also exempts the Alabama Judicial College Education Fund from sales and use taxes from September 1, 2026, through August 31, 2031.
